Nevada Department of Business & Industry Director Dianne Cornwall announced the appointment of Scott J. Kipper as the new Commissioner of the Division of Insurance. Kipper replaces Alice Molasky-Arman, who retired as Insurance Commissioner in September.
Kipper has over 23 years of experience in the insurance industry. Since 2007, Kipper has served as the Insurance Administrator of the Oregon Insurance Division. Prior to his service in Oregon, Kipper served as Deputy Commissioner at the Office of Health Insurance for the Louisiana Department of Insurance and Senior Regional Director for State Affairs at America’s Health Insurance Plans. A graduate of the University of Wyoming, Kipper earned his bachelor’s of science degree in business administration.
“Mr. Kipper comes to us with extensive knowledge of insurance regulation, legislative expertise, and management experience,” Director Cornwall said. “He will provide the leadership needed to direct the vital oversight work of this dynamic agency.”
As Commissioner, Kipper will oversee the functions of the Nevada Division of Insurance. Under the auspices of the Department of Business and Industry, the Division of Insurance is charged with protecting the rights of the consumer and the public’s interest in dealings with the insurance industry. The Division regulates and licenses insurance producers, brokers and other professionals; sets ethical and financial standards for insurance companies; and reviews rates. The Division also reviews programs operated by self-insured employers for workers’ compensation, and investigates claims of insurance fraud.
“I am pleased to be appointed to the Commissioner position by Director Cornwall,” Kipper said. “The Division of Insurance is more than a regulatory agency; it also provides consumer protection. I look forward to putting my experience to work in public service for Nevadans.”
Kipper will begin his duties as Commissioner of the Division of Insurance on Monday, December 29, 2008.
